The China standard is stricter than WHO (overweight threshold 24 vs 25, obese threshold 28 vs 30), as Asian populations tend to have higher body fat at the same BMI.
Note: BMI doesn't distinguish muscle from fat. Athletes may have a high BMI without being unhealthy.
